Anton Shalaev graduated with Honors from the Moscow State Aviation University (1995-2000) majoring in «Quality Management in Aerospace».

He took his MBA Degree in Strategic Management at ESMT European School of Management and Technology GmbH.

Additional Information

Anton Shalaev was a member of various Russian national committees on standardization, including «Aerospace», «Anti-counterfeiting» and «Mathematic modelling», where he served as Chairman or Vice chairman.

In the period of 2016-2018, 2020-2022 - a member of ISO TMB.

Anton Shalaev is a correspondent member of Russian Academy on Quality.

He is the author of over 65 articles on standardization and quality management.

In 2019 he has awarded the Russian Medal for Achievement in Quality, and in 2015 he has been the winner of the Russian prize Aerospace Engineer of the Year in the category «Normative Documentation and Legislation Development».

Married, one son.


From 2002 till 2011, he worked for Certification branch office of TUV Rheinland, where in 2007-2010 he has taken the position of CEO and was responsible for development of product certification and management system certification services.

From 2011 till 2015, he worked as Vice CEO of Federal State Unitary Enterprise «Scientific and Research Institute for Standardization and Unification» (Moscow) and «Russian Union of Aviation Industries». 

From 2015 till 2016 (July), he worked at Federal State Scientific Research Institute of standardization and certification in machinery («VNIINMASH») and was responsible for standardization in high-technology areas, and research activities on standardization and innovation.

In July 2016 he was appointed as Vice-Head of GOST R (Federal Agency of Technical Regulation and Metrology) and was responsible for national standardization in Russian Federation, as well as cooperation with international and regional SDO’s. He took part in developing Federal Law «On standardization in Russian Federation» and has started the project of the digital transformation of the standardization in Russian Federation.

In December 2020 he was promoted to the position of Chief Executive Officer CEO of GOST R (Federal Agency of Technical Regulation and Metrology). As a CEO he is responsible for the standardization and metrology policy of the Russian Federation and in charge of international issues related to standardization activities in Russian Federation.
