THE AMENDMENT ON TYRES TO UN TECHNICAL REGULATIONS WAS DISCUSSED IN GENEVA

SWITZERLAND, July 2, 2019 – 178th session of the World forum for Harmonization of Vehicle Regulations (WP.29) of the Inland Transport Committee of the UN Economic Commission for Europe (ECE) took place between June 25 and June 28, 2019, in Geneva. More than 250 representatives from 55 countries including delegation from the Russian Federation took part in its work.

The deputy Head of Rosstandart Alexey Kuleshov, representatives of the technical committee TC 056 «Road transport» headed by its chairman, the deputy CEO for technical regulation of NAMI Sergey Anikeev and experts from other profile organizations composed Russian delegation.

Russian representative Boris Kisulenko, advisor to the General Director for technical regulation of NAMI is a current Chairman of the World forum.

Alexey Kuleshov informed participants about changes in the address of the Russian type approval authority within 1958 Geneva Agreement which functions are performed by the Federal Agency on Technical Regulating and Metrology (Rosstandart). Changes in the status of 1958 Geneva Agreement will be made through online system.

Along with that, it was informed that the Russian Federation submits a report on the status of UN Global technical rules application, prepared according to the provisions of paragraph 7.4 Article 7 of the Agreement dated 1998.

Information on modification of the report on application of UN Global technical rules status was brought to the notice of  WP.29 delegates.

The Russian Federation, in accordance with regional technical regulations of the Eurasian Economic Union concerning safety of wheeled vehicles, applies 9 UN Global technical rules. In particular, UN GTR No. 1 and 9 are applied directly through the direct reference in technical regulation, UN GTR No. 3, 4 (except amendment No. 3), 5, 6 (except amendment No. 1), 8, 12 and 16 are applied through application of the equivalent UN Rules and necessary conditions are not created yet to put into practice the UN GTR No. 2, 7, 10, 11, 13, 14, 15, 17, 18, 19 and 20.

Besides, WP.29 participants paid attention to development of amendment
No. 2 for UN GTR No.16. The developed technical instructions are balanced and adapted both for application within the procedures of type approval and within the self-certification procedures.

This work was performed by tyre industry experts and its results were accepted at the Internet conference of the Working group in June. Thus, the Working group prepared all document package under Amendment No. 2 to UN GTR No. 16 for its consideration and possible approval on the 70th GRBP session in September 2019. Nevertheless, the Working group plans to hold one more meeting, which is preliminary scheduled for September 9, 2019, in Geneva before the GRBP session for coordination of the report presentation on the drafted amendment.
