First meeting of the newly formed Technical Committee «Artificial Intelligence»

MOSCOW, August 7, 2019 - The first expanded meeting of the Technical Committee for Standardization No. 164 “Artificial Intelligence” (TC 164) was held on August 6, 2019 at the “Boiling point” on-site teamwork space of the Agency for Strategic Initiatives.)

TC 164 was formed by order of Federal Agency on Technical Regulating and Metrology on July 25, 2019. Russian Venture Company JSC (RVC) initiated the work on the formation of the technical committee, and the initiative was supported at a meeting of the Industry Coordinating Council chaired by Denis Manturov, Minister of Industry and Trade of the Russian Federation in March this year.

The new technical committee includes more than 70 organizations, such as federal executive bodies (Ministry of Industry and Trade of Russia, Ministry of Communications of Russia, Ministry of Health of Russia, Ministry of Agriculture of the Russian Federation, Federal Agency for State Registration, Cadastre, and Cartography, Federal Service on Surveillance in Healthcare and Social Development of Russian Federation, FMBA of Russia, Moscow City Government), educational institutions (Lomonosov Moscow State University, Higher School of Economics, Plekhanov Russian University of Economics, Moscow Institute of Physics and Technology, Peter the Great St. Petersburg Polytechnic University, Skolkovo Institute of Science and Technology), the largest organizations (Kurchatov Institute RDE, Sberbank PJSC, Yandex LLC, Goznak JSC, Russian Railways JSC), the Skolkovo Fund, Advanced Research Foundation, a number of information technology enterprises and other interested Russian companies.

Opening the meeting, Anton Shalaev, the deputy head of Federal Agency on Technical Regulating and Metrology noted that the key task of the technical committee is to create a regulatory and technical base in the field of artificial intelligence and promote Russian standards at the international level. Alexander Povalko, General Director and chairman of the Management Board of RVC JSC, drew attention to the importance of regulation in the field of artificial intelligence and the need to work together with the involvement of all interested parties.

Sergey Garbuk, the chairman of TC 164, Director of Research Projects at the Higher School of Economics, noted the priorities and the proposed committee structure. “Thanks to the developed standards, the consumer of artificial intelligence technologies will be able to make sure, for example, that an unmanned vehicle is safe for passengers and others, and the quality of the medical decision support system is not inferior to that of an experienced doctor. I would like to emphasize that the standards in this case are not a deterrent to the development of technologies, but on the contrary, contribute to the full-scale implementation of intelligent systems in various application areas, ”- noted Sergey Garbuk.

During the meeting, reports were made by representatives of Lomonosov Moscow State University, Sberbank PJSC, Higher Economics NRU and other specialists. Following the results of the meeting, Federal Agency on Technical Regulating and Metrology will be presented with the TC 164 working program.
