Russia and the USA are to cooperate in standards developing for oil and gas industry

MOSCOW, August 28, 2019 – Federal Agency on Technical Regulating and Metrology (Rosstandart) and the American Petroleum Institute (API) signed
a Memorandum of Understanding (MOU) to promote cooperation and ideas exchange around technical regulation and standardization in oil and gas industry.

«Russia and the USA have a great potential for expanding cooperation in the field of standardization. Russian and American specialists will get an opportunity to work together in modern standards developing for oil and gas industry. The MOU will encourage dissemination of recognized industry standards and participation of Russian experts in standards development processes», noted Alexey Abramov, Head of the Federal Agency on Technical Regulating and Metrology.

«API is the global leader in convening subject matter experts to establish, maintain, and distribute standards for the oil and gas industry.  This MOU will foster the relationship between API and Rosstandart to further safe and sustainable operations across the globe – especially through collaborative training efforts and expanding the use of API standards», said Debra Phillips, Vice President of API’s Global Industry Services division.

Russian side was also represented by the deputy Head of Rosstandart Anton Shalaev, Head of administration and external relations department of Rosstandart Maria Pishchulina, acting director of FSUE Standartinform Vyacheslav Vitushkin and advisor to the rector of the Academy for Standardization, Metrology and Certification Nikita Kuprikov.

Among cooperation areas specified by the Memorandum are: information exchange development, conducting of joint forums, conferences, round tables, seminars, participation of Russian and American specialists standardization issues discussions, as well as the possibility of registering API industry standards in the Federal Information Fund of Standards and using these standards in developing documents of the national standardization system.

Federal Agency on Technical Regulating and Metrology (Rosstandart) is the federal executive body of the Russian Federation, responsible for the implementation of policies through the Ministry of Industry and Trade within its competence. It performs inter-industry coordination and functional regulating in the fields of standardization and metrology.

API was formed in 1919 and now it is the only national trade association representing all facets of the natural gas and oil industry, which supports 10.3 million U.S. jobs and nearly 8 percent of the U.S. economy. API’s more than 600 members include large integrated companies, as well as pipeline, exploration and production, refining, marketing, marine businesses, and service and supply firms. In its first 100 years, API has developed more than 700 standards to enhance operational and environmental safety, efficiency and sustainability.
